I'm having a tough time wrapping my mind around this song as well and would like to hear other folks' interpretations of what's going on in there.

Where's lapinsjolis when you need her?
Probably about how particularly a girl is spooked about men in general, aspects of it symbolized by Mr Feathers, some figure from her past when she was a girl and she can't get past it, can't stop from seeing the same ugliness in them.

Think about this, ladies... If you saw a man (let's use E.C. as an example) wearing a Feather Boa and staring you down, wouldn't you be spooked? Run to the hills, ladies! (This thought has no connection to the song other the visualizing a feather boa. Creepy! I'm just bored at work right now. SOMEONE HELP!)

If I saw EC staring at me in any situation, I'd faint. Probably. And then walk up calmly and start a conversation. Hey, he was staring at me!
And I agree with boo, that seems the most likely. All I have to add really is that to me it sounds like the Beatles filtered through Spike.

It's a very good song but probably not likely to be voted very high in any Momofuku poll since it's creepy.
