A Case For Song: Mr. Feathers

So in all fairness I love this song, however I haven't a clue what to think of it. Purely in terms of instrumentation it sounds like it could easily be both a sequel to 'God's Comic' and a prelude to 'Jimmie Standing In The Rain' (Note worthy that there is a very similar line to the 'Stale bread curling... ' line on Jimmie, in Mr. Feathers. Thoughts ? Feelings ?
