No. It's just bad grammar to say 'I'm a "Ok. Sorry. Fuck Yourself. Better?"'

It should have been:

According to Noise's PMs I'm someone deserving to be told, "Ok. Sorry. Fuck yourself. Better?"

It still wouldn't be a Dylan song, but your grammar would have made sense. See?
