When an artist signs a record contract and then doesn't release any material for a long period of time you can always assume that it is the record companies' decision (unless the artist is terminally ill or something like that). However, I think his longest stretch between releases was 1998 to 2002 (I don't count For The Stars as an EC album). But nowhere in there did he ever announce he wasn't making albums; he simply didn't record any, likely because he didn't have songs he felt like recording. It wasn't Elvis' decision ...
